Well shit there was only 4 blue states in the last election out of 50.
Wes is implying that the good ole boy redneck states get the most federal aid because they are - good ole boy redneck bottom barrel states and the ensuing irony of it all.
They get the most because they have the highest minority population. That statement is not an indictment of those people. It's just a fact. They tend to have the lowest education, lower job numbers, lower incomes, lower taxes paid and higher % of benefits received. A higher population exhibiting those traits will almost always equal more outlays than inlays. It's not a productive society, thus the state itself and those in that demographic are much more likely to get fed aid. It is what it is.
You could actually say they get the most fed aid because of the blue voters in those states.
