It means he's shown a little more courtesy than a walk-on. Which, at least years ago, didn't mean squat.

Probably a little more opportunity for coaches to consider a scholly if one performs well. But, usually, no.

I looked this up.  It means, "We could give you a scholarship but we'd really prefer that you walk-on."
