No one is suggesting that the firemen get sued (or, at least, I'm not).   What I am suggesting is that those who don't pay the fire subscription fee not be denied the benefit of the fire department's services, only that they be charged a higher fee in the wake of a fire service call. 

Subscriptions allow the fire department to plan its coverage area and allocate resources appropriately.  If you do not subscribe, and are therefore not a part of the plan, then you must pay a higher fee to receive service if you require so.  If you cannot pay, then a lien is placed against your insurance proceeds (if you have insurance) or against your property (if you own the property...presumably landlords will subscribe/insure as a matter of course).

I'm not advocating suing anyone.

So if he totals the car and forgot to pay his insurance, should we fix it for him?  maybe charge him a fine that is a little more than the insurance?
