And I object to the ice cream name.  I find it vulgar.  It was funny as a SNL skit.  It's not funny on the grocery shelf.  Sorry.

Actually Rudy didn't create that idea.  It's from a famous (in city management circles) 1982 article by James Q. Wilson called the broken windows theory.  I wrote a paper on it when I was in grad school at Auburn.

[...] a criminological theory of the norm setting and signaling effects of urban disorder and vandalism on additional crime and anti-social behavior. The theory states that monitoring and maintaining urban environments in a well-ordered condition may prevent further vandalism as well as an escalation into more serious crime.
