We have had the lotto out here for a while here in Tejas. When it started it was to shore up the education budget, changed it later to general fund.

But I can tell you this, A lotto is a tax on poor people to get them pay their fair share. The unwash masses that clog up stores on the night before the numbers are drawn are a fun sight to watch.

The general fund is in the red at the moment. Why don't you research how budgets work before throwing out stupid conspiracy statements.

Medicaid is also in the red. What would you do? Go "more" broke? Credit rating downgraded perhaps?

70% to the general fund seems risky too. This seems destined to fail.

Word on the skreets is that it was the only version of the bill that would pass.

And you still don't understand budgets. There. Is. A. Shortfall.

That's the main purpose of this lotto proposal. Bentley did sell it though as a Medicaid helper. My guess to drum up support for it. But either way you slice it were in the hole fiscally. And it's either take away the goodies (roads, entitlements, etc) or raise taxes. One or the other. A lotto is just a voluntary tax.

Yes and whatever a state calls it doesn't necessarily mean it will run smoothly or require tweaking see New Mexico as well as Georgia.

InN.M. education system was basically in shambles. They could carry college funding but secondary levels suffered and they struggled with construction of new schools.
Georgia upped its gpa requirements and made it more difficult for student entry to trade schools which lowered enrollment and worked to temper the financial strains in the short-term.

So from just a peek it would seem that a greater portion to the general fund (as in NY for example) would be in order considering how some areas of the budget are perpetually broke.

Never thought it would happen here due to so much lobbying against it and I'm the first to admit ignorance on the subject.

Bentley's original proposal had 100% of revenue going to the general fund.  Two different reps held everything up until education and medicaid, respectively, were allocated some revenue.
