Jake Locker is going back to Washington for his senior year.
Scouts Inc (on ESPN) has him the #9 player and #1 QB.
Mel Kiper's "Big Board" has him #5 overall.
Sam Bradford last year? At least he had reason to think he could win a national title. Locker? What's his goal? To go 6-6 and finally get Washington back to a bowl?
Not a good choice. Throw in the fact that a new rookie pay scale will be in place after 2010 and it makes even less sense.

I think the ones coming out next year will dodge the rookie cap. IIRC they vote on it next year and it won't be implemented until the following class.
