Don't see it that way. 

Creates a big number of working class jobs to manufacturer the pieces. Creates a huge number of tech jobs to manage and monitor the installation and operation. Creates a FDR level of labor jobs to put them in place.

Cost would be high up front but if it does away with Alabama power monopoly and truly lets me power my house from the road in front of it? Long term balance is better probably.
