As you know my wife's Mother passed away last year and we got hit with some out-of-pocket expenses that we took care of. All the family members said they would spilt the cost with us and two of three have. She has one brother who has said he would pay but has not. It has been 3 months since everything went down. Now we aren't taking a lot of money, $625.00 per family member. But I am pissed that he won't pay soooooooooooooo. I am thinking about sending an E-mail thanking the family members who have paid and calling him out and basically calling him a scumbag (they have not paid on something else that was for her mom)
Mrs. Dallas is not close the her brothers but does maintain contact with them.
I don't care about the $625.00 I just want my pound of flesh.

Have you followed up with something to him? Text...email? Give him one last shot with a "Friendly reminder about the $625.00". If no response, not even an excuse or asking for more time, I say fire away.

Having been through this numerous times you will gain nothing by calling him out.
When you loan money to family - which is in essence what you did -or friends you should do so with no expectation of ever being paid back. When you are paid consider it a surprise.
Calling him out just ends up with you being painted as the asshole. He will become a sympathetic figure and you are the mean bastard picking on him.
Ask him privately. Expect indignation. Then forget about it. Then don't do like I've been stupid enough to do. Don't give him anything else.

He doesn't get Text or have an E-mail, I have to send everything through his wife's e-mail. I have sent her e-mails asking when I can expect to receive payment and I get no answer.

They already think of me as the asshole because I asked for them to pay their fair share. I have quit loaning money to her side of the family as we have to chase them down to get re-paid. The brother I am talking about hasn't worked (lazy) in over 5 to 6 years so I don't think they see him as a sympathetic figure, but the E-mail I have composed will carpet bomb me from the family. (not that I care)

Sound Advice except she doesn't give a shit about the money, she would just soon be done with the whole thing ( emotionally thinking) To me it is becoming the principal of the thing.

I hear you, brother. $625 is nothing to sneeze at. I know a couple of goons who would possibly make a visit just to keep the rust from seizing up their ass kicking skills. You probably wouldn't get the money back, but you'd have the satisfaction of seeing this dead beat eating his meals through a straw for several weeks.
