I think the translation at the end is wrong.  I think she is trying to say "I'm pressing charges" rather than "I'm president Charlie" but then who really knows for sure?

The whole things was a joke and purposely mistranslated.

Not to be a downer, but...
She's clearly crazy. She keeps shouting out to Young Jeezy, as if she knows him. Also she asks everyone who wants to see Young Jeezy kill George Bush. WTF?  She keeps telling the old lady to get out of her face when clearly she's the one out of her seat up in the woman's face. I don't think she even realizes that.
