I'm pretty sure it is. In fact, I'm fairly certain I've seen a penalty call on a quarterback not putting his mouth piece in before the snap.
But as stated before, Cam's teeth are made of steel, and no ref would dare challenge that fact for fear of Cam's laser eyes.

I think that is one of those that is overlooked at the QB position. I have seen multiple QB's not wear them over the years.

He should wear it because it reduces the chance of a concussion. Steve Young never wore one and I know I saw him sleeping a good bit on the field.
