From the Big Xii's own website about instant replay:

"Section 3. Reviewable Plays

Miscellaneous

f. Clock adjustment when a ruling on the field is reversed."

Apparently, according to these rules, Texas should have lost the game because no call on the field was being reviewed/reversed, so there should be no clock adjustment.

Is the Big XII ensuring a spot in the MNC to keep the cashflow?

This is also in the Big XII rule book:

Limitations on Reviewable Plays
ARTICLE 6. No other plays or officiating decisions are reviewable. However, the replay official may correct egregious errors, including those involving the game clock, whether or not a play is reviewable. This excludes fouls that are not specifically reviewable (Reviewable fouls: Rules 12-3-2-c and d and 12-3-5-a and 12-3-4-b).

I don't care what their rule book says. As much as I would have liked to see Texas lose, putting 1 second back on the clock was the right call to make.
