From my understanding if you "leave voluntarily" (I quit) or some such you have no right to claim unemployment. At least here in Texas.
thats pretty universal.

He didn't need the help anymore so I don't think she technically "quit".

Because the burden of proof is always on the employer. 

Let the employer not show up or call in for one of these meetings and the employee who filed is automatically awarded their benefits.

This part I am woefully aware of. Had one case go through two phone appeals and one on-site (face to face) hearing. The X-employee lost but got his moneys worth dragging my ass through phone calls and having to go downtown Dallas.
