I'd also argue that Clemson, Oregon, Stanford, nor Oklahoma State could produce a team that is good enough to beat the SEC's best team though those programs do see to put together teams that are very good and have separated themselves from their shitty conferences. I'd put Nebraska on the list of "can't win a title anymore" but their success in the 90s still carries over.
All have to understand that some select teams ie Utah, Oregon, and the Arizona teams are a bitch to beat in their own place but somewhat ordinary otherwise. Oregon can beat an unprepared Tennessee's fucking brains out and 9 out of 10 teams on any given Saturday if they get a jump with some gifts. Stanford is good but no better than a Notre Dame exposed with lack of team speed, but good nonetheless. Baylor is of a similar make-up as Oregon the way Clemson copied Auburn. The football world is just now finding out what Baylor is. And seriously, Oklahoma is one good quarter from being Ole Miss. Sure they play some defense but so does Florida. And how's that working out?
