Wow.  Not sure what the LEO is thinking here.  I mean, the guy is obviously crazy and most agencies are now teaching to control the individual without laying hands, but damn.  The wacko was attacking people.  So, these are my thoughts as to why he waited so long to react.

1. LEO is a rookie
2. LEO has recently been written up for aggressive behavior. 
3. LEO doesn't have a taser and is concerned about tangling up with crazy strength.
4. LEO doesn't like the thought of possibly having a penis rubbed on his face during a struggle.

After seeing all those people standing there doing nothing, my opinion of Nu Yawkers has dropped immensely. I am surprised some old lady did not beat the hell out of him and go about her business.
