No, it's not a fact, it's an assumption that is out there, and wide spread. The parties agreed to facts that say he and Kenny Rogers "worked together". It doesn't say who approached who, or who first floated the idea of getting money for Cam. The assumption includes the fact that he was shopping him to the highest bidder, despite not one report, allegation, or shred of evidence that it occurred at any other school. And leads to the further assumption that Auburn had to be the high bidder in a bidding war started by Cecil. All that is assumed despite the fact that Kenny Rogers is a well known slime ball being investigated by the NFLPA for falsely representing himself as a agent or runner for an agent that isn't a registered NFL agent. All the claims out of Starkville regarding "tapes" all had Rogers' voice, not Cecil's. IMHO, Rogers is the root of it all, and Cecil went along in some fashion, maybe passively, maybe actively, but Rogers was trying to negotiate a payday for himself. There's no evidence of past shady dealings that's ever been made public about Cecil, but the wide assumption and the continued chirping by bammers is that he's a low life slime ball pimping his own son like a rented mule.
I said it in another thread, bammers substitute the words "I just know" for "I want to believe", and they also like to tell you what you know. "You know Cam knew" they'll say. More code for "I want to believe".
But, in today's world the one that shouts their "truth" the loudest and longest wins, and the assumption, becomes a fact.
