I don't think the question was that TB was getting good beef, they were just cutting it with other stuff after it came to them. So they probably were getting from the same suppliers as the grocery stores and then taking the 100% beef and adding the other stuff until of the total (weight/volume don't know which they are using) only 35% remains cow parts.
